In short

Can the church or state force belief? Tertullian wrote that ‘it is no part of religion to compel religion’, and Lactantius that faith is defended ’not by putting to death, but by dying’. Augustine later approved forcing the Donatists back, and medieval and some Reformation-era confessions called for punishing heresy. Baptist and Anabaptist confessions defended liberty of conscience, which fits Jesus’ parable of the wheat and the tares.

Overall verdict

T24.1: the fathers hold strong church authority but object to binding consciences with human rules; the Reformation formula ‘God alone is Lord of the conscience’ fits Scripture. T24.2: Scripture and Era II–III reject compelling religion; Lateran IV and the 1646 WCF follow late Augustine; the General Baptists and Anabaptists keep the earlier view.
